A careful reading and reference to sources would indicate a hoist of his own profession not to mention his metaphorical name. My father had a boat made by Swiftsure. Three flushes you're out! The three strikes are A. the fact-check error. B. the Lockner v. New York error C. the Wickard v. Filburn error. In context: Obama is a "professor", Lockner v. Shuster gives as good as he takes, but the irony is that Fleischer is there arguing over the childishness of Obama when Rush is not elected by the people, and neither is he. I had my own preemptive concerns which need to be upgraded [3-6-09]and revisited, but how does this connect to the above?(a pun on hierarchy?) Facing choices and nemeses, not to mention the connection to things being in their place, whether fields or technologies and who uses what or whom and for what. The honesty of the new budget and accounting now includes the war on terror which was not on the books. So rather than the declare a win or lose the economy bifurcation, the new accounting must include the soft power ingredients that do not come free. I have not seen where this is said, but it should and probably has been or will be.

MSNBC announces the same day: Bush signs 'principles' for long-term Iraq role
Deal sets foundation for negotiations on troop size, U.S. investments which is a little clearer.

On one hand, it seems it is only a, "declaration of principles, which is not binding," according to General Douglas Luke, in The Guardian. On the other hand, "He noted that the agreement, because it was not a treaty, would not be subject to oversight by Congress."

This is not the only moot part, where there is some worry that Bush will tie the hands of future administrations.

Here is the mooter part.
Hillary does deserves points for bringing it up. But it has been out there for some time.

But more to the point is why are Bush's hands not tied already. But not to worry, nothing that Bush does should tie any one's hands in the future. But Republicans will still try to tie things up, until they can be back in the untied crowd.

Seriously, just because there is no clear line, and precedence and laws are quaint and old fashioned, does not mean that the vicious cycle will stop, but freedom from such is a double-edged sword which the people need to wield.

This was my flash analysis before finding the above two links, the first of which I had probably run by and filed before. Here are two more detailed links I will review later, for possible update.

The Mukasey nomination must be opposed. He refuses to answer a question on a crime that is in the Military Code of Justice as well as International Law, and Bush excuses because the nominee has not been briefed and if that were required in a time of war, then no nominees could be confirmed. By this form of logic, Bush has no accountability and Congress has no role of oversight in a time of war.

Bush says nominee cannot answer a question if something is illegal, even if the administration is not doing it?

This must be investigated and the president held accountable for lying on this count, if anything counts.

It is bad enough that Bush has not used the original lessons he learned about Vietnam, but now has rewritten them.

Even worse is any comparison to Korea. Has anyone heard of "Exit Strategy"?

There is so much to google on this, but I will risk it and list the commonly heard three lessons. 1. a defined mission 2. overwhelming force 3. having an exit strategy. So now Bush not only wants to teach US how to win Vietnam, but apparently will fix [or work on] Korea? What next, China or Saudi Arabia? [politically]

(Having consulted an expert, some doubt is cast on these lessons and any parallel, but then to him, having an exit strategy was to win the war, and in Korea [it still is to] sign a peace treaty. So I guess Bush may be working on Korea and China. [economically] I don't know if that is good news or bad news, but there may be no parallel to either or Saudi Arabia. Preemption not Prevention but Prediction

I have yet to more than barely read the following three sites, politicalwire.com timesonline.co.uk guardian.co.uk. which I found simply by doing a search for Downing Street Memo
But it is clear to me that this information must have been filtered through what is known as open source intelligence well before the congress voted on the Iraq Resolution. Just as it may be difficult for real information to pass through the “objective filter” which the president calls his staff, there is much that is poorly strained in reaching the public as well as our representatives.
My post is evidence of my conviction at that time.

More than just filtering the facts, reading between the lines before the dots are connected seems the only way to analyze the administration. It seems that my theory that people will follow what you do whether or not they know what you mean can also be taken preemptively, and that is also a two-way street. Preemption is not just prevention, it can be prediction, unless you count on someone to know better.
